MiCA and DORA coming into effect in Norwegian law on 1 July, 2025
On 1 July 2025, the EU’s Markets in Crypto-Assets Regulation (MiCA) and Digital Operational Resilience Act (DORA) will take effect in Norway.
Regulation (EU) 2023/1113, known as TFR II, of the European Parliament and of the Council, updating the information requirements for money and crypto-asset transfers, and to amend Directive (EU) 2015/849 (the Fourth Anti-Money Laundering Directive), takes effect in Norwegian law from the same date.
MiCA and DORA will be implemented in Norwegian law through the recently adopted Cryptoassets Act (Kryptoeiendelsloven) and Digital Resilience Act (DORA-loven), aligning Norway’s national framework with European financial regulatory standards.
MiCA introduces a harmonized regime for crypto-asset issuers and service providers, including licensing, white paper disclosure, capital requirements, market conduct rules, and investor protections. The legislation positions Finanstilsynet (the Norwegian FSA) as the supervisory authority, with the power to license and oversee crypto-asset service providers operating in Norway.
DORA, meanwhile, establishes binding standards for cybersecurity and ICT risk management across financial institutions, including banks, fintechs, and crypto firms. Firms must implement risk governance frameworks, conduct incident reporting and digital resilience testing, and manage third-party IT service providers.
In parallel, amendments to the Norwegian Anti-Money Laundering Act extend “travel rule” obligations to crypto-asset transfers, requiring service providers to collect and transmit sender/recipient information to combat financial crime.
These changes signal a new compliance era for Norwegian fintech and crypto markets. Companies are advised to initiate licensing applications, update ICT controls, and ensure AML systems are aligned with the revised regulations. Finanstilsynet will oversee enforcement.
